A tax on whiskey divides the nation less than two decades after the United States won independence from England. Alexander Hamilton attempts to finance the federal government while the people of Western Pennsylvania rise up in rebellion against the first income tax. The Federal government has to respond to the rebellion. This conflict between western Pennsylvanians and the federal government will determine how much power the federal government has.
