Global Alignment
There is an inherent difficulty with managing the resources of any vast bureaucracy, let alone one that is as global and influential as the U.S. State Department. Every four years, the United States Agency for International Development (USAID), in conjunction with other government agencies and leading experts, compile the Joint Strategic Plan which outlines the four top priorities for United States foreign policy. However, there are no recommendations for the distribution of the State Department’s extensive resources. Therefore, the problem that we will be working on is matching the State Department’s resources with countries that need them the most, based on the goals outlined in the Joint Strategic Plan.
